If you want to create cartoon-like pictures. With illustrator you can trace the image by using the "Pen Tool" and with it you can create different shapes to the colors that you want over the image. To import an image to Illustrator click on FILE and select PLACE.. Select your image and lock the layer of that image so that it doesn't move. Next create a new layer and begin tracing with the pen tool those different shapes. For the colors swaps they are located right below all your tools. There is one that is completly filled and one that seems a square with no fill. This squares are your FILL and STROKE you can change them to the color you please.

Another way to do this is by selecting the image to be changed to cartoon and go to OBJECT and select Live Trace and then Tracing Options. This will open a dialog box that will help guide you with different views of the new images. Just make sure to hit the checkbox that says Preview. The other contros you can play with them to make the image to your liking.

Hope that helped :)
