Yes and no.

If you are "acting" overly feminine, it's a bad thing.
If you are "perceived" overly feminine, it's a bad and good thing.
If you simple "are" overly feminine, it's a good thing.

RESULTS:
Be yourself. If you are trying to be something you are not, it's a bad thing. If others are judging you because they perceive that you are something that you are not, if they are a true friend you can talk to them about it and overcome the perception. If you are behaving as you naturally are and feel comfortable, that's the best.

Now to the 2nd part of your question:
Listening to girls problems is not always the best solution. If the girl is your sister it's okay. If you want to be anything other than her sister, it's not okay. If she insists on you always listening to her problems, then she's not looking for anything other than a brother or free counselor.

I didn't know it was possible for a woman to be too feminine.
I can see how it might cause a problem if a guy were to be overly feminine in a hetero relationship, but as for myself, I like women who are feminine, and who want to be treated as such. As for listening to problems, well... I do that a lot anyway. I don't mind listening to problems as long as that's not all I get to hear about.
Especially if it's coming from someone I like, or care about.
