Do they get a cut even if they don't work? I have heard they do, but I'm not sure.

Here is the real answer:

Not all tribes make enough money from their casino to distribute it to their tribal members. This is the circumstance for Many tribes.

When there is enough money to distribute it becomes part of their per capita (there is a term you can learn). Members that get money need to be enrolled in the tribe not just affiliated with it.
Tribal members often vote on how the money is to be used. Money is also used for tribal scholarships, tribal housing, tribal government, etc...

Some people get money directly mailed to them and some get their money put up in a trust they cannot touch until they are 18.
Some tribes do make a substantial amount of money from their tribe But There Are Very Few that do.

And the tribal members do not get paid for being a member of the tribe. By this I mean, it is poor wording. The money isn't paying them for being Native. They are part of a community and that community is making extra money. They decide on how to use that extra money. When they do decide to distribute funds to members it is to help them. Remember, that Native people hold the highest poverty rates in the U.S.

Please do not get caught up in the stereotypes of casinos and Native people!

Just FYI - I am Native.

I can't really say, though I have heard that is it only just a few lucky tribes that do really well with it... Others don't do as great, or a tribe has enough people that it doesn't amount to much each and their people still struggle, and many many others don't have casinos and still live very poor in practically third world conditions...no wonder some embraced such a way to bring money in to help their people...

Supposedly the richest 'tribe' owned casino may not be an entirely legit tribe....
