When I go into the control panel and click on display then on desktop the option to change the background to an image isnt even something that I can click on. I can change the color and thats it. And when I right click on a photo it wont set as background either. Any suggestions to making this work???

1. The picture should be in bmp format.
2. Load a bmp picture in C:/My Documents/My Pictures.
It goes to desktop as background picture. !
Just now tried in my Windows Xp/Pro SP2 !
seems to be a bug. !!!
3. Desktop/Properties/Desktop/Display properties/.
Do you see list of B/G pictures ?
They should be in C:/Windows. as bmp pictures.

Is this your home computer or your computer at work?

If it's the computer at work then your IT guy has probably disabled that ability at the request of management because they don't want people putting pictures on their desktops.

Turn off Active Desktop. I think that is the problem.

Probably the photos do not have proper format. Try to convert your photo to .JPG and try again. It should work.
