In Islam it would be Kufar (unbeliver in Arabic) but good Muslims rarely use it to describe a specific person. Islam teaches that only God can determine if someone is an unbeliever because only he knows the contents of their hears. So unless that person says point blank I do not believe the is a God. We are very careful not to call someone kufar.

"The people who believe God but don't fear Him, or Hell" - I think these people are called "Munafiq" in Arabic. Munafiq means "hypocrites".
