That's a pretty tough call.
Golf you have to decide how you are going to play a hole based on your standing in the tournament. You could play it safe and position yourself of a par, or you could be aggressive and hope for a birdie or better.
Auto racing(I'll use NASCAR examples): usually there is the question: 2 tires and positions or 4 tires to be safe, or no tires just fuel? In restrictor plate racing(again, only NASCAR), you have to think about how to get up front, and work with other drivers to draft.
Overall, I say it's pretty close, can't really say either of them clearly takes more strategy.

I do believe they both take alot of strategy and pre planning before competing. I think golf just slightly edges by: you need to hit each shot while planning how to make the next one. there are various lies and obstacles in the way of things. Auto racing is concerned with times, and wear and tear on the car.

Auto racing definitely takes more strategy. You need to compete with each other every single moment back to back. You may be tricked or you may trick other people. Some accidents caused by other opponents may help you or destroy your game.
As to golf, the biggest enemy is mostly yourself.

As I am a golfer I can safely say that car racing is strategically harder. In golf u screw up a hole...tough luck better luck next hole. U screw up in a car race...u may end up dead.
