Depends on if you're friends with the guy or not. If you 2 are friends (especially best friends), than tell him. if he's a true frind, you won't be embaressed. If not, then try to hint towards that while slowly becoming his friend.

Dont tell him you flat out like him i say. Just go about the things u like to do, and make that clear by your actions or by your words. He should come running along by your side, and somehow express his interest in joining/being with you if it was meant to be.
I dont see how u could embarrass yourself by literally complimenting somebody. If u feel weird about expressing yourself to him, maybe thats your instincts saying he aint the one you want.
If its a crush, it seems you always look for answers outside your heart, ....if its real love, ahhhh.....then all you have to do is listen to yourself, and take the step. no guide map neccessary when it comes to what you want and what u deserve.
