Or are there always understandable reasons (such as hate, hurt, boredom, revenge, fear, insanity, etc.) as to why people do cruel things to others?

You mean just evil for evil's sake? I believe that definition doesn't really apply to anything, not even Satan. Satan rebelled out of pride, hence there was a reason. The demons hate because humans have a second chance and they do not, again, a reason.

So to answer your question, no, I think there is a reason for every action of every person. Sometimes the reason is terrible (like they enjoy hurting people) but it is still a reason just the same. Maybe you could ask them what their motivation is and it would help you understand them better. Hope this helped.
