In nature predatory creatures (hunters) have vision that faces forward. Eagles, Lions, Sharks etc. This is so they can fix their eyes on their prey and catch their next meal easily. Non predatory (gatherers) creatures have a much better peripheral vision like antelope, deer etc. They need this vision to be able to see where these predators are so they can escape being the next meal.
Now think about this, back in caveman times, men were the hunters and women were the gatherers. Meaning men evolved to have a better hunting vision so they could bring that giant dinosaur steak home to put on the rock table and women evolved to be able to evade the men that wanted to whack them across the top of the head and drag them to their cave for a little prehistoric lovin'.
Anyway, after all this background it is scientifically proven that women have a much better peripheral vision just like antelopes, deer etc. Men have a much better focused vision just like Sharks, eagles etc. So having said all that when a woman walks past the man they must turn their heads to focus on their prey, whereas a woman with their better peripheral vision can watch without turning their head.
So to answer your question, it's not the fact that men look at women's behinds all the time it's just evolutionary fact that men cannot focus on the whole thing because we are hunters and thats the way our eyes have evolved.
That or the behinds we look at are just so damn hot and we just cant help ourselves....

I think we look at the whole thing. Many of us scan women up and down when you are not paying attention.
i guess many get caught staring at women behind because at that angle, the women can not see us staring.
That is the best explanation I have.

I have a ton of guy friends who are respectful and only look at my face when they talk to me. Or the back of my head if I'm walking away, I guess. It's not a must, it's totally disrespectful and shouldn't be tolerated.
This is unrelated, but I read a fun story about a lady whose boss always looked at her chest, so one day she started to shriek and wipe at her chest asking, "What is it? Did I get it? Is it gone?" He was so embarrassed that he never did it again. Hee hee hee. :)

evolution has programmed both men and women to continually search for prospective mates
our different roles in reproduction / parenting cause us to look for different characteristics. men are looking primarily for mates who will be able to bear many healthy children (a physical characteristic), while women are looking for men who will stick around and provide for the family (i.e. kindness, loyalty, etc).
so basically, when a man checks out a woman's figure, he is subconsciously judging the woman's ability to bear children
