Well the thing is that i donwloaded this important file but its has a wierd thing. like some have ".jpg" files...i got this one that said ".file" how could i open that kind of file? and where could i download it at?

try renaming the file to
oldfile.file
newfile.jpg
copy your file to c:\
then goto ms dos
start>run>command.com
put command.com in the box and press enter
put below commands in command.com/msdos
cd\
c:
copy oldfile.file newfile.jpg
goto c:\ from my computer and try opening the new file

A jpg is a picture. You insert it into a Word file by clicking Insert, Picture, from file, then indicating where the jpg is and its name.
For an unknown type file, right-click on the icon and select properties. It should tell you what kind of a file it is -- for example, application, Word document, etc.

You have to tell us what kind of file you were trying to download.
It could just be a text file in which case MS Word or notepad can open it.
