If he puts his head down, he's saying: Preen me! Preen me! So, lightly make a scratching motion on the feathers on the back of his neck. The fact that he's comfortable enough to cuddle means he trusts you alot. You're his birdy buddy (or part of his flock). =)

When some birds care for eachother they'll groom eachothers neck. Its probably showing some affection. Perhaps its itchy or just feels good, my cockitiel rubs his neck against a plastic toy in his cage. To answer your question, its probably both, he likes you and wants something= affection in return.

my boyfriend has a bird named Fred that does this...
Fred just really likes to cuddle and loves people and attention, so i would assume that it's just his way of showing you affection.

He likes you but he also may be trying to cuddle up to get warm. Make sure his area is warm enough for him and not drafty.

It is a sign of affection. Like any animal, if they do not like you, they will show it. And if they want something, they will make sure you know!

he probably likes you...birds are usually standoffish with people till they get to know them, then they either bite, ( I don't like you) or cuddle, I LOVE you...if you talk to him/her in a nice voice and they cuddle with you, they're probably gonna love you for life.
