It isn't. There's a family of trees/shrubs called dogwood, and one member isn't woody, so that could be your "herb". It's usually called bunchberry, though: http://plants.usda.gov/java/profile?symbol=COCA13

The only other "Herb" and "Dagwood" I know of are from the "Blondie" comic!
