it depends on if they are a member of your local church. if they are then Matthew 18.15 gives a detail on how to handle it:

1. present the problem to them alone (in love!)
2. should that fail, take a few objective witnesses
3. if that fails, take it before the church.

if step 3 fails, then the Church should discipline them. II Thess. 3.14 shows how to accomplish this task:

1. have nothing to do with them
2. don't treat them as an enemy
3. win them back to a good standing with God and others.

Not positive but I don't think the Bible says people should do anything to people who lie and deceive.

You lie, you need to confess to a priest or go to hell.
Well, if you're Christian. But then Christians don't lie because it's a sin.

Go to them on your own and share with them your concern. If they don't listen, take witnesses along the second time. If they still don't listen and it is the church, take it to the appropriate governing board. After that or if it isn't the church we are to treat them like tax-collecters and hookers - don't trust them but consider them prime candidates for conversion.

Considering the Bible is full of lies and deception, do you really think it is a useful guide for moral authority?

They are still neighbors, thus we are to do unto them as we aould have them do unto ourselves. It is possible that staying away from them would be the best for both parties. We are to remove ourselves from harm as much as possible. Have a great evening.

We should try and guide them in the right way like giving advice, however do not attack, that is, judge them because that is God's job.
