Where I come from, judges are called Honorable.

Only ministers are not called honourable. Every senior citizen is our honourable. Ministers are said honourable due to their position in the Government like Judges and other dignitaries.

A practice traditionally put in place, with the expectation that atleast by hearing this very often , the minister would TRY to live upto the expectation of being really honourable ! Otherwise, the power such position carries is toooo tempting to do everything that would bring dishonour to the trust placed in that position.

By virtue of being in a position that is voluntary, free of charges or salary and noble & hence ministers are addressed as Honourable.
They also are supposed to be working free which is why the term working honourably is given.

Beacause most of the ministers do not honour any promises made nor do any honourable job. So atleast to make them aware of this they are called honourable.

as a minister:

i would much rather earn my way to people thinking that and then humbly accept whatever it is that they may think. minister means servant, so i think everyone should consider that first when they choose to take the title.

some times they might not know why they called so.
actually they are the pride given to the designation not for the person himself...
