Blood is not getting to the cells.

Blood is not circulating like it's supposed to and the oxygen in the blood that is in that area is being used up faster than it can be replaced, thus causing the area to lose sensation... If it gets bad enough you can experience the death of that tissue, or cause some very painful and dangerous blood clots. Try not to let that happen. Get up and move around if you have to.

your blood is not circulating, causing a numbing sensation. when blood ciuculates again, your nerves go into a sorta shock causing dicomfort. mabey the body part was elevated too long, or put in an awkward position that your viens had no flow.

in it's ongoing, you may have a medical confition, see a doctor.

They've merely had the circulation, or blood flow, cut off from them temporarily.
So with no blood circulating, there's no oxygen or warmth circulating, therefore the appendage gets cold and/or numb.
After a few scary moments and some aggravating pins and needles, it regains its feeling.

it happens when u somehow cut off blood flow from that part of ur body for a while. an example would be sitting on ur foot for a while or something. when u let it go, the blood rushes back in, and the rushing of blood creates that stinging feeling. omg, it hurts so bad, especially for me, since i have a habit of sitting on one foot on a chair in class and at lunch.
