They usually start nibbling on food and trying to drink a little water at about 3 weeks, but maybe a little sooner for large breeds.

Usually the pups will not be satisfied and the mother will not be feeding them as much or might be getting antsy about them eating. Check their little nails and you might need to just barely tip the ends of them if they are scratching the mom's stomach which could cause here to interrupt their eating.
Otherwise, if the mom is pushing them away or they seem hungrier, you can start offering them a gruel, mixing a puppy food with warm water and mixing it up or you can get some "Esbillac" or "Just Born" puppy formula and mix that in with the food.
As soon as they are eating the gruel mixture, make sure they also have water available in a shallow dish. By four weeks they should have teeth and be able to eat a tiny kibble or canned food but stick with puppy foods that are a good quality. And of course, don't introduce the food as long as the are nursing good, up to about six weeks of age. Those extra two weeks between six and eight are usually for weaning but some wean a bit earlier or want more food before then, especially if the mother has a large litter for her size.

I like to start them on canned puppy food at about 2 weeks old, I put a tiny amount in each mouth once or 2x a day and by 3weeks old they usually are eating by themselves from a low plate.They don't seem to want water till 3 or 4 weeks old at earliest,but I have it available anyway(be sure they can't fall in )

I start the weaning process at 28 days (4 weeks) by separating the litter from their mother during the day and feeding them 3x during the day, and then putting them back with their mother at night. At 35 days (5 weeks) I separate the litter from their mother completely and put them on a 4x a day feeding schedule.
I start my pups on normal puppy kibble mixed with warm water in a blender. It is imperative to always feed young pups with water mixed with their food because they have a normal tendency not to drink when they have full tummys.
Even tho' the puppy's are fully weaned at 5 weeks, it is important to keep the puppy's togeather until they are at least 49 days old.
NOTE: Never supply water in a container that the puppy can fall head first into. (deep dish or bucket) Drowning is a real problem with young puppy's.

I;ve always heard that you should set out the water before setting out the food, but set both out at around six weeks of age.. Start with puppy food and graduate to adult formula dog food as the puppies weight increases. Also, you can never set out too much water for a dog.

i just had a liter of ten puppies well not me my dog and at 5 weeks old i bought soft dog food and put it on my finger and forced fed them after about 3 days they finally picked it up get a bowl of water and put there nose kind of in it for them to know it is there worked well for me
