What causes 'disk cleanup' to just pop up on it's own?

its probably a scheduled task. Go to All Programs>Accessories>System Tools>Sheduled Tasks and see if its in there

If it does this regularly, you have it as a scheduled task. If not, your disk is getting full and it's trying to get you more space.
