It may sounds conservative, but I believe that men should be the active party in relationship while women be the responsive one.
If the lady is attractive, you MUST NEVER give her your number and hoping that she'll call you. Giving her your number may be like adding salt to the sea; she might too busy answering the phone from other guys (^_^)
(If the lady is not attractive, you won't give her your number, right?)
So, ask for her number and give her a call.

PS: I think it's good for man to treat woman as a lady in dating (and any relationship), i.e:
1. fetch her for a date by coming to her house instead of honk her from the street.
2. open the door for her.
3. pay the dinner (according to your ability).
etc
As the response, she should be a lady and treat you as a gentleman.

If he gives me his it takes off the pressure of waiting on him to call, though most guys just ask, which is a rather bold move and shows me he is willing to take that first step.
