Foster care...Maryland?

My sister is going to take custody of my father's 3 young children. My father is an addict and cannot take care of them anymore. Their mother is not in the picture. What resources are available in Maryland for a situation like this...food, financial, clothing, school, et.??? Any adive or guidance appreciated! (North Beach area)
