my rear derailleur' s pulley or second circular gear keeps getting in the middle of the chain?

my rear derailleur pulleys frames the thing or enclosure that goes around the two gears like pulleys. well part of it has touched the chain and i won't be able to pedal. what do i do

Don't really know what you mean. You might need a new derailleur.

i dont really understand the problem here, but it sounds simple. take it to a shop and they might fix it for free if its that simple.
