If you have more than one job, and your total income is more than the SSI maximum ($94,200), you can claim a refund of the amount withheld above $5,840. Otherwise, you can't get it back.

bostonianismo's answer is wrong. Payments you receive from SSI do NOT come from what you paid. They come from what others are paying when you receive the payment.

Reach retirement age or become totally disabled.

Addendum: The way that you get these $$$ back is as I stated. Although current beneficiaries are paid from current receipts, the first few years will see benefits that total your payments so in a way you do get those $$$ back.

No. They are a flat tax - deductions and credits do not apply to them.

There is a cap on them, however. If you earned more than a certain amount (around $70,000, give or take), and you had more than one employer, you can apply to get a refund of any SS or Medicare that was deducted on your income that was above that threshhold.

Otherwise...no.
