Is it possible to have a court issue a cease-and-desist order against a company that will not stop sending me unwanted mail? Can unwanted mail be harassment? I have sent multiple requests to the company, but they do not even reply. I think that a court order would really make a point.
If so, to which court would I have to go, and how complex is the process (in Indiana)?

It's probably manageable if the company is in your own area and you know who to serve. If it's a multi-state business or their agent for service of process is in another state it's probably much more complicated than would be worth it to you.

I would return to sender and mark "no longer resides here" every time. Leave a pen in your mailbox so you don't have to take it home and then back to the mailbox. It is SO annoying!! I HATE junk mail too.
