Because feelings of love can change so quickly. We can be loved one minute and feel important and needed, and the next minute we can be hated and feel useless and heart-broken. We are never let down when we are feared.

Reminds me of Moby Dick. The captain had a love of the sea but a fear of the great white whale. His fear. We all have that in a sense. We need the love of our friends and family to override our fears. So is it safer to be feared than loved, I would say no. Fear is confronted and love is accepted.

In terms of leadership its the quote is about control. Love is volatile and changes with the whims of the admirer/follower. But with fear (or respect), though it exists in the mind of the follower, it is more potent and lasting which gives you more influence/control over people.

So if it comes down to a choosing a source of lasting control, it is better to go with fear.

Simply put, if you are feared, then you run little risk of opening yourself up to heartbreak. Taking a chance on heartbreak is the big risk when it comes to love. So being feared is the safest and simplest route.

This means I'd rather have my followers be afraid of me, which will cause them to show more respect and rule-following, than love me.
