FAA regulations dictate that for passengers to be allowed onto an airplane, there must be at least one flight attendant for every 50 passenger seats... obviously if there are less than 50 seats and they are operating the flight under part131 for airline ops. they must have at least one flight attendant.

It depends on the size of the aircraft - as a general rule- it is one F/A for every 50 passengers but a large 767 aircraft having only 50 passengers on it would not leave with only one F/A. Usually the minimum crew being 6 or 7. Same as a smaller craft such as a MD-88- the minimum F/A crew is 3 people even if the plane leaves completly empty. The 1 F/A for every passengers is in additon to minimun staffing- so if the MD-88 leaves with 150+ passengers- there would be 4 F/A's

I read somewhere that it also depends on how many exit doors there are...in addition to the flight attendant to passenger ratio. They then take whichever number is greater.
