before digital photography, you used to have to set the lense/ shutter speed on a camera manually. The exposure meter would tell you the settings you should use in your camera when taking pictures.

If you're talking about a "photographic" exposure meter, they were used years ago to before cameras were totally automatic.
The exposure meter showed the best "F-stop" (lens opening) settings for the light conditions in which pictures were being shot . I hope that makes a little sense
