I believe it has something to do with their anal glands. The glands need to be cleaned/suppressed occassionally, and if nothing else, the dogs will try to do it themselves (also the reason why they might scootch around on their butts).
Your vet or local SPCA will do it for a small fee.

It is instinct to do so for personall hygiene. Be glad they do, it would be like you never wiping or washing your butt........
