Nothing that I know of directly addresses this, unless you consider psychic abilities to be a form of divination (future seeing), or magic, which is clearly forbidden in both the Old and New Testaments (Leviticus 19:26; Deuteronomy 18:9-11; Acts 19:19; Rev. 9:21; 22:15).
You might find this webpage interesting; the guy claims that he was deep into the New Age and psychic stuff, and that it messed up his life until such time that he quit:

to my knowledge the bible doesnt say anything about "developing" psychic abilities. But it does mention that we as humans, should not see into the future for that is not what He would want us to do.
Why are you asking anyways?
You think you have ''psychic abilities"?
I think that you should just give it up, because no one is truley a ''psychic'' and there is no way to "practice".
I guess it could be considered "bad" because it is looked down upon in churches in the present day. It is seen that if God wants you to see the future, He, Himself would allow you to do so.
But the decision is totally up to you. Nobody can tell you that you can or cannot do it.

I am a bible believing Baptist.
Deut 18:10-12 Do not let your people practise fortune-telling or sorcery, or allow them to interpret omens, or engage in witchcraft, or cast spells, or function as mediums or phychics, or call forth the spirits of the dead. Anyone who does these things is an object of horror and disgust to the Lord.

No,you shouldn't be practicing anything to do with witchcraft.
“When you come into the land which the LORD your God is giving you, you shall not learn to follow the abominations of those nations. There shall not be found among you anyone who makes his son or his daughter pass through the fire [an ancient occult practice], or one who practices witchcraft, or a soothsayer, or one who interprets omens, or a sorcerer, or one who conjures spells, or a medium, or a spiritist, or one who calls up the dead. For all who do these things are an abomination [detestable] to the LORD…”Deuteronomy 18:9-12a

Pray about it. Rather than honing your skills in trusting your own instincts (psychic abilities), try perfecting your prayer life, both the praying and the "being still and listening" part. It will surprise you how satisfying that will be.

I am Baptist. I have the gift of visions and dreams. I have had this gift since I was a little girl. This comes from my mother's side of the family. I absorb my gift like a sponge. I am not afraid of my God given gift. As a matter of fact I like my gift. I use my gift in the right way. It's all about choices. How we are to use our gift. Not everyone has this gift. So I say Go For It.

First of all i am not Baptist ok
but lets see leviticus 19:26 “‘YOU must eat nothing along with blood. “‘YOU must not look for omens, and YOU must not practice magic. now lets go to Deuteronomy 18:10, 11.
10 There should not be found in you anyone who makes his son or his daughter pass through the fire, anyone who employs divination, a practicer of magic or anyone who looks for omens or a sorcerer, 11 or one who binds others with a spell or anyone who consults a spirit medium or a professional foreteller of events or anyone who inquires of the dead. Jehova God makes it clearly for us

The only problem with Baptists is that they don't hold them under long enough.
Absolutely develop your psychic abilties. The Bible is irrelevant.
