My sister has bigger tonsils then normal and considering surgery to cut them down.

Last tme she got sick, she couldn't breath well and couldn't even drink water for 2 days.

Is the surgery fairly simple ?
And how much does it cost?

Cost varies by region.

Tonsillectomies are considered to be more complicated for adults.

I had one as an adult and luckily my doctor was really good about follow up care. It wasn't as bad as I thought it would be. The main thing is to follow all doctors' orders carefully and have stuff on hand for post-op recuperation. ( ice packs, prescriptions filled, drinks, movies, soothing music, etc.)

I did the ENT for a period of time,I have operated more than 40 cases.Do not be so anxious,while the physician decide to operate,please allow him to do,for the cost,it is related to the place where you decide to do.Having the difficulty for breathing like that,it's better to cut both tonsils away.
