I believe Mr. Oakenfold means that because of the size and rate of growth of China's economy and it's military might (compared to other countries in its region), China will soon be counted a super power. Its economy is already larger than Russia's, and China's purchasing power, manufacturing base and more recently its research and development activity ensure that it is very likely to achieve super power status early this century.
The key of course, is China's continuing stability. Given the fact that their current political system does not provide a peaceful, transparent way for deciding who will replace Hu Jin Tao when his tenure has ended, China's status as a superpower may be short lived.

Whatever Paul Oakenfeld believes does not necessarily mean its true. However, China is already ranked the fifth largest economy in the world using the GDP measure. It is and will continue to be an economic giant, its major business partner being the USA.
People are concerned about China's military buildup - sure they are modernising their armed forces but as a % of GDP spent on the military it is only a FRACTION of what the USA spends annually on its arms. Also, China does not have any reason or desire to go and invade other countries. Sure, people make a huge fuss about Taiwan - historically, this small island, off the coast of the mainland, and in the South China Sea, was always a part of China - it only got 'separated' because of the civil war mid last century.
Like it or not, China has always had a large influence in world affairs and will continue to do so, and in a bigger way than before - personally I think they will bring a much needed balance into the world!

China is not a democracy and the will of the people is not a consideration. Its a dictatorship by a political party, the communist party, and with the rapidly developing economy in China, they will become an economic giant during this century.
Look at the amount of goods sold that are manufactured in China.
China is placing a new coal fired electrical plant in operation every 3 days. The price for copper and other raw materials has greatly increased in the last few years due to the demand placed on the international market by China.
The long term goals of the ruling party and military in China are not fully known, but expect China to become a giant force in the Asia arena in the next few decades.
