If you don't think she likes you there's no need to ask her out now, but talk to her, try to get closer to her; she could like you eventually if you put some effort into it. When you start getting vibes that she likes you(which you will eventually if you talk to her a lot and get closer), then start flirting a little. When she accepts it positively, you can go ahead and ask her out. Sure, this plan takes a long time, but it works.

If your already friends, take her dinner and a movie. Like you would if you were in a group of people but just you two. Act flirtacious. If she agrees to go with you, that is a GOOD sign!

So she is your friend huh. Perfect. You might not belive me but all you got to is be all alone with her. Just you two. Not in school somewere else. Tell her this. "We have been friends for some time know but I kind of got something to say". I kind of like you and I dont know how to say it but will you go out with me".

well, you could try grtting closer to her and show her who you really are and if she doesnt seem interested then she most likely isnt. OR you could try to get closer to her and show her who you really are then ask her out and if she says yes well then GOOD FOR YOU! and if its a no then you know how she feels about you.

talk to her about school and stuff. Then get her phone number and aim screen name and say it is just in case I have a question on the hw. See where that takes you.

Tell her that you like her and find out if she likes you. If you care about her that much, don't risk losing her. Go for it, what's the worst that could happen??? She could tell you no...or she could tell you yes. Ask her!
