XP Shutdown/Reboot Issue?

Ok so I've had XP for a while now, and it has been doing this every since about 2 years ago. Whenever I shut down the computer, about half of the time it decides just to sit there while it says "Windows is shutting down..." and does nothing until I come and turn it off by holding in the power button. Then when I try to turn it back on, the computer asks me to Start Windows Normally or do Last Settings that worked, and one of those will usually work, different each time lol which is fine, but then it will sometimes just freeze on a black screen before it gets to the Windows XP icon with the blue scroller.. So the question is, why the heck does it not shut down right and not boot up right sometimes?

When XP Shuts-down, it closes all processes that are running, those seen and those in the background too. You need to let it shutdown completely without turning it off with the power button, this interrupts the shutdown process that is why you get the options of safe mode, last known configuration that works..
