Ok so I've had XP for a while now, and it has been doing this every since about 2 years ago. Whenever I shut down the computer, about half of the time it decides just to sit there while it says "Windows is shutting down..." and does nothing until I come and turn it off by holding in the power button. Then when I try to turn it back on, the computer asks me to Start Windows Normally or do Last Settings that worked, and one of those will usually work, different each time lol which is fine, but then it will sometimes just freeze on a black screen before it gets to the Windows XP icon with the blue scroller.. So the question is, why the heck does it not shut down right and not boot up right sometimes?

The shutdown problem leaves a bad 'flag' in the os that causes your reboot problem. The shutdown problem is most likely caused by an application or device that is waiting for something that is not happening. There is a key in the registry that can force an application to shutdown, but be aware that if you make a mistake in the registry you can screw up your system. I may have to break this on two lines so it doesn't truncate
Edit the the key
HKEY_CURRENT_USER\Control Panel\ Desktop
and modify the key AutoEndTasks with a value of 1

When XP Shuts-down, it closes all processes that are running, those seen and those in the background too. You need to let it shutdown completely without turning it off with the power button, this interrupts the shutdown process that is why you get the options of safe mode, last known configuration that works.. Let it do it's thing, it will shut down eventually.

Before shutting down, you should check to make sure if any programs are running. Try hitting Alt + Ctrl + Del and a window comes up, listing all of the programs that are not closed or exited. Click on any program that happens to be on and running and click End Program. When it is all cleared, shut your computer down. Turn it back on and see results.

If the first did not work, try this. Do all of the above and instead of shutting the computer down, make it Restart. Wait until it restarts itself. Repeat all of the steps in the first paragraph above and Shut Down. Turn back on and it should be fixed. Keep doing this for about a week or so and your computer will be healthy.

You have a screwed copy of windows XP. change it

Also if u changed any hardware component that came with th PC it might be causing the problem.
