I got a 13 week old chihuahua on saturday and we are training her to use the pee-pads. I need some tips on how to get her to use them consistantly and what to do when she pottys on the floor instead?

Punishment is for when dogs do something they know is wrong. There is no place for that in potty training. Instead try this:

For puppies, access to water should be very controlled... it gives you the heads up of "baby is drinking so in 10-15min she will need to pee."

After allowing her to drink... keep an eye on the clock and when it gets close to "time" (or she is sniffing around) take her to a room you have prepared in advance (an enclosed space where the WHOLE floor is covered in puppy pads) like a small bathroom.
-Now would be the time to teach her the word for "Go to the bathroom." She is being trained right now so its not the time for play or distractions but talking to her about "going potty" and "baby is going potty because she is a good girl" would be appropriate. Once she potties do lots of praise. It sounds gross but keep the pad; she has marked it as a good place to potty. You might need to do this "Guaranteed Good Potty" method a couple of times to boost her morale before you place the pad where you want her to go regularly. Alternately, in between scheduled potty training sessions you could place the pad where it will be eventually... giving her the option of a self directed Good Potty.

My pup was trained in 48 hours. A key factor was she was on a leash attached to me (a bell on her collar works too) so that I, let me say again I, was paying attention to the signals she was sending. Controlled watering merely focuses YOU to the times when she most likely needs to go.

A shortcut might be to place a pee-pee training liquid on the pad (its just manufactured urine scent~ you can make your own too).

When you see her going, quickly pick her up and place her on the pad to finish (caution, could be messy). If you find spots that she has gone, clean them up, then place the pad over the spot. After she kinda gets the hang of it, when she goes where the pad is not, Shake your finger at her, say "No! Bad girl!" then place her on the pad.

I found that the puppy pads don't work and the best way is to take your puppy outside asap so he can learn how to go outside when he has to go & he will learn to let you know when he has to go. But still use paper untill he is at least 2 mon old
