how do i make a desktop icon that opens up a message?

i want to remove a program from the computer, so if anyone tries t open it, it brings up a message instead.

Create a Text or Pic file and point the Icon to it. When selected it should open and display file. Also, rename the current Icon to something else to hide it.

Don't think you can.. unless you made a fake desktop icon. The shortcut will be directly linked to the application so when you remove the application the icon will go too.
