Technically, Chongqing is the biggest city when it comes to population, followed by Shanghai and Beijing. But the definition of "city" is skewed in China, because it includes wide areas of suburbs and even some countryside. Chongqing only became its own city after the central government made it its own self-administrative city (Beijing, Shanghai and Tianjin as well), where they don't belong to any province (like DC in the US).

So I think geographers believe Shanghai is the actual biggest city in terms of numbers of people living in an urban area. It certainly looks the biggest, and tallest. It's beginning to make New York look like a small town.

I think John Chen above is correct. I live in Shanghai, which is the largest city in China. Although the "official" number is around 9 million, the actual number is probably closer to 16,000,000.
