Yeah, you have nothing to worry about there. There's an unimaginable number of ways to access the internet on base. When he gets to his first base he will get a .mil email address and will probably have a number of computers in his work place to access it. In the dorms it's just like it is in civilian life, unless he's stationed at some austere location I'm sure cable or DSL will be available. Of course you have to pay for it, which to a new Airman can be kind of rough. But anyways, yes, definitly get him the lap top.

Most bases have Internet and Cable TV packages. So, when your son settles in, he needs to order the package to have Internet access in his quarters.

If you don't purchase a computer, he can still stay in touch through computers at the library and recreational centers. However, there are time limits when using these computers. Some recreational centers on base do have wireless base stations.

All bases are different. But, it is a wonderful idea to get him a laptop and stay in touch.

there will most likely be internet access in the Barracks, as well as several hot spots throughout the base.

some have wireless, some have hard connections.

Of course! I am a Military Brat, born and raised on a Base. YES. It's like a city, only full of army troops, Commissarys, USO's, little malls, big building, duplexes, and Volkswagons. YES HE WILL. It's not like Boot-Camp (Boot camp has it but you aren't allowed to have personal belongs like laptops iPods, CD players, all thaT)
