well speaking as an ex hairdresser i would personally use acetone (nailpolish remover) most salons use this but the longer you leave it to dry and stain the harder it will be to remove

You could try nail varnish remover. If you dont fancy using that, Boots sell sachets of stuff called Stain Away. Its like a wet wipe that removes colour. Its got some sort of moisturiser in it that protects your skin. Before you colour your hair next time, use barrier cream or Vaseline. Put it all around your hair line and on your ears. That way any accidents come off really easily

The quickest & safest way to remove hair color from your skin is to use toothpaste. No need to buy anything special, just use the toothpaste that you have in the house. Start by rubbing some toothpaste onto your skin using circular motions, rinse with warm water, Repeat if necesary. Toothpaste has just enough of an abrasive in it to remove the hair color safely without irritating the skin.

Might sound stupid but the quickest way i found is to rub left over dye on the area in a circular motion and immediatley rinse off with shampoo.
It works for me.
Another hint for next time,
It is a known fact that hair dye comes off quicker on Oily skin than dry so I suggest rubbing Vaseline around your neck, ears and hands before you start.
If to no avail then try Toothpaste, lemon juice. Baking soda and washing up liquid together works good too.

Whenever I colour my hair I always get some tissue ready, wet it and put either shampoo/showergel/handwash etc... on it. Then I moisturise my neck, face and ears (quite generously) as it helps stop the colour actually dying your skin. Before it's time to rinse my hair I check to see if I got any hair dye on me and if I did I rub it off using the wet tissue I prepared.
Works every time.

Try some nail varnish remover on a cotton wool pad so long as its not on a sensitive part of skin. I find it takes the edge off the colour! Then use lots of concealer!

Try using a 'bleach/water' (1 table spoon bleach to 2 cups of water) on a 'cloth' that will 'hold it' but that you can 'throw away' if the bleach 'eats it' ... and get the 'rag' as wet as you can without having it 'drip' onto your clothes or hair. Let it 'sit' for at least five minutes, then 'scrub lightly' ... and follow that up with a good 'soap and water washing' and you should get at least 'most' of the color out, so that it won't be nearly as 'noticeable' ... and after this, use 'plastic or rubber gloves' when you dye your hair, and use an 'absorbent' cloth around your neck to 'sop up' the color before it stains you.

try alcohol, then soap and water, it may take a little rubbing with the alcohol,, but it works. try not to use lotion or perfume on the area for at least 24 hours. skin may be irritated from the color, or the rubbing .if you absolutely need it off now... try some bleach ond water solution... this is very harsh... be careful...

this is going to sound gross but it works perfect. Get cigarette ashes and add water to make a paste. gently rub on skin repeat as needed. It will remove all of the dye on the skin

Or really quick just rub with nail polish remover. Then rinse thoroughly with water
