Neutering him won't necessarily stop him from going in the house. You may need to retrain him.
BUT, he should be neutered anyway.

Maybe yes, maybe no. It cetainly cannot hurt. Why would you wait this long to neuter anyway?
It may not help 100% unless you scour your house and rid it completely of the urine smell. One drop and that's all it takes to "remind" him of peeing in the house. Don't use bleach or ammonia. Use a proper urine cleanser from the pet store. Nature's Miracle is a good example.
Then there's the issue that you've allowed a dog to mark inside the house for three years. That behaviour is very deeply ingrained. You are going to have to work like mad to prevent him from marking again.
If you do actually neuter him, it takes a while before all the excess hormones are out of his system (a couple of months). Don't expect overnight success.
Now you realize how important it is to alter pets at 6 months of age - before problems arise. Now you have the unenviable task of trying to undo the problems that are set.

I hope it will, but, I wouldn't count on it. It's going to be a very hard habit for you to break him of because of his age. Is this urinating around the house been going on for long? The only thing I can think of and recommend is crating him. It's a cage type thing that is used for training purposes. You would need a crate big enough for your dog to be comfortable in. He has to have room to sit up in it and to lay down in it. You can put a blanket inside, a bowl with a little water and a few toys. Just let him out long enough to go outside to do his duty, bring him back in and put in back in the crate. When he does go outside, remember to praise him and give him treats too. They love praise and treats. Dogs do not go to the bathroom where they sleep, that's why crates are used for his purpose. If you think this is some thing that might help. Visit a few pet stores and ask for help on crating. The store clerks will be able to answer any and all questions you will have. I wish you very much luck and hope you will find a way to break your dog of going to the bathroom around your house.

First make sure there is no urinnary track infection. Then if that is not the case start scheduling its water every 2 hours. 15 minutes after it drinks it will have to go. Stay consistent until he starts going to the door by its self. When he goes out side reward and praise also to clean up an accident. use Natures Miracle to clean the mess. Do NOT rub your dogs nose in it. This jusat tells them where to "go"

Nope.. neutered animals still mark territory.. anyone that tells you different is full of BS... neutering will make no difference inside or outside dog or cat... They have to be trained not to "mark" inside... (my mutt wouldnt go inside the house if you locked him in for 4 days in fact in anyway.. but he;ll still mark territory outside...

Sure will not! Urinating in the house is a behavioral problem and needs to be corrected with behavior modification not physical alteration! And besides they remove his testicles not his bladder!

unfortunately when a cat urinates where ever they did it and what ever they did it on is runined.. it does not come out.. if it is carpet you will have to replace it.. if it is tile flooring you may have to rip it up too.. my cat did that.. and quit and did it again.. she was evicted from my house.. thank god she on ly did it on a throw rug... it was thrown in the garbage,, and the cat was given to someone who had lots of cats and just didn't care about there house.. now I am a happy non cat owner..

absolutely! the male dogs urinate to mark their territory. neutering will practically remove this instinct. it's also a good idea to neuter your dog regardless to prevent diseases, unintentional breeding, and to reduce agressiveness.
