Jesus- dying for all of our "sins".
Satan- for taking the blame for Christian mishaps and wrongdoing (the devil made me do it)

Originally, the scapegoats were goats that were sacrificed to take on the sins of others. It's considered a type or foreshadow of Christ because He could do that (take on the sins of others).

While Satan can be blamed, he can't take on people's sins, so I don't think he even qualifies to be a scapegoat in the original meaning of the word.

When I mess up, and I do, I never blame Satan, I accept the blame myself.
When Satan tempts me he is only doing what he does to us all.
I'm supposed to be strong enough in my Faith to resist the games of Satan.
I'm not always successful, sometimes I fail.
I'm a Christian Preacher, writer and Evangelist.

It shouldn't, I'm no better than anyone else.

well..... personally I think my mother-in-law is satan and I think she would make a perfectly great scapegoat......but of course that was not your question so sorry take your pick both are unproven and will work in an emergency
