One of my friends owns a carpet cleaning business and he uses a product called Molecular Modifier. It breaks down the proteins that hang around in the carpet, so that the odor finally goes away. When we bought our house the previous owners dog pissed everywhere, and we knew that with two cats they would spray to cover it up. First you have to find out what's been sprayed on. If it's the carpet the only thing that's going to completely get rid of it is a shampooer. If it's clothes, wash them. If it's furniture, scrub it with upholstry cleaners. Long story short, you're going to have to clean it up. There is no lazy way out of this because odor killers won't help.

The first thing is to get the cat spayed or neutered. While the cat is at the vet being altered, have new carpet installed and hope to high heaven the cat will stop spraying.

If the cat sprays on linoleum, tile, wood, etc. use Clorox clean up. Use Zorbex (I found it at a Lowes store) which takes care of the smell and stain.
I saw another product advertised called Urine Begone that is suppose to remove stains and odors.

I second "Seattle"'s answer. I also think there is a type of black light that you can use to find urine in tricky places. Sometimes a room smells and you can't quite pinpoint the location you need to treat. The light helps you find the exact location. Good luck!
