The people who wrote the bible didn't know about planets.

The Bible does not mention all the things that God created and set in motion. We are not given every detail, but we were created with the means to discern from the things we know and see, that the universe is a product of intelligent design.
The more that scientists learn about other planets in our solar system, and about the universe as a whole, the more they appreciate how precisely designed our earth is for life.
It is not simply a matter of proper temperature. There are many other necessities for life, including water and the proper atmosphere. A group of 30 scientists attending a University of Maryland meeting on advanced civilizations focused in on what is needed to support life. After admitting that ‘no planet outside of the solar system has yet been discovered,’ they noted: “Even if another planetary system is formed, there is no certainty it will produce a solid planet like Earth, which contains nearly 100 elements, including those essential to life.”
The arrangement of nine planets whirling and spinning around the sun reminds a person of the movements of a fine jeweled watch. The spectacular order and symmetry of the solar system have moved some men to devote much of their lives to investigating the motion of the planets.
Even if other planets are not mentioned, our planet earth was the one God created for human habitation. (Isaiah 45:18)
And long ago God’s Word declared that the heavens belong to the Creator, “but the earth he has given to the sons of men.” (Ps. 115:15, 16) So the Bible shows that the earth is unique among planets. And what a wonderful home in space the earth is for man!
When you look at our earth from two hundred and forty thousand miles away, especially over a horizon that has been bombarded for eons, you see that our planet is the only thing in the universe that has any color in it.
The giant planets Jupiter, Saturn, Uranus, and Neptune orbit the sun at a safe distance from us. Instead of being a threat, these planets fill a vital role. Astronomers have likened them to ‘celestial vacuum cleaners’ because their gravity sucks in large meteors, which might otherwise endanger life on earth. Indeed, the earth has been very well “founded.” (Job 38:4 )
We can enjoy learning about our unique solar system, including the other planets, which give testimony to a wise and creative God.

When it mentions the heavens it refers to everything. although the bible is supposed to be read by everyone so it might not mention terms that some people of certain times where unaware of.
However in Job 26:7 it says "god hangs the earth above nothing." and the earth is a planet.
It also calls the earth a circle in Isaiah.

There are three Heavens. That is why when it says God created the Heavens and the Earth He was talking about multiple Heavens. It would have said Earths if there were multiple Earths. The first Heaven is the sky we see. The second is space. And the third is where God dwells. So, God did create everything that exists. The universe was created by God's hand.

I'm going out on a limb here but I think the answer lies in the age of the text. In the same manner that the bible doesn't refer to a lot of things science has discovered in the mean time.

They are not mentioned by the name we know them as but they are there.
The NIV corrupted the translation of Isaiah 14:12 by calling Lucifer the morning star. Lucifer, who is now Satan, was the son of the morning. The morning star, which is the planet Venus, represents no other than Jesus himself.

In all fairness it did make mention of 3 constellation in Job 9:9 but the authors knew very little on this subject.

They didn't know about them.
Which is odd, since you don't need a telescope to realize there's something different about planets (which don't stay in the same place in the sky from night to night like stars do).

Because it's not a science textbook.
And it least the Prophets who wrote the books of the Bible didn't think the stars were some kind of gods either.
