leave a radio on during the day. There are usually three times during the day that birds are vocal, early in the am, around mid noon and in the evening. Who is more important to you? your bird or your neighbors? While I can understand quite enjoyment and respecting your neighbors right to such, it would be a dis-service to your birds mental health to subject it unnatural behavior.

I had a parakeet for 12 years and he wasn't too annoying during the day. Does your bird have a mirror or 'fake' bird in the cage to keep it company? Parakeets are very social and if they're left alone (without their own kind) for a long time, they can die from loneliness. You can trick them into thinking they're not alone with mirrors, etc. Maybe all the noise it's making is to try to attract a mate?

It is normal for your parakeet to make noise during the day. Make sure that she has pleanty of toys and foraging items. This will help to keep her quieter.
Talk to your neighbors and let them know that you have a small bird. Ask them to let you know if it is bothering them and that you will work with them to find a way to make everyone happy. That is what I did for the 6 years I lived in apartments. With my Indian Ringneck Parakeet this was necessary. I never had any problems with neighbors.
Don't keep your bird in the dark all day while you are gone. It isn't healthy for them.

well you really cant keep them quiet at all. its in all birds, you can never birds quiet when you want to. I have 2 parakeets there noisy the whole day but you cant quiet them cause its just how they are noisy.

find another home for him then.
birds are inherrently noisy animals and you should've researched pet ownership BEFORE purchasing. a churping parakeet is a happy parakeet. if you decide to become a responsible pet owner, talk to your neighbours and ask them if it bothers them. chances are they can't even hear it. i've always had parakeets in my apartments and never gotten a complaint.

It's expected for parrots to make a lot of noise. make sure she has adequate toys and food. you can give her a treat before you leave that will keep her occupied for a little bit. just talk to your neigherbors and i'm sure they'll understand. you can't really stop her from making noise-it's part of who they are and it's definately in their nature. hope this helps and good luck!

put a blanket over the cage so it looks like night. it sounds mean, but my bird just goes right to sleep!

all you can do is trick her into thinking it is night time by putting her in a dark room with a blanket over her. unfortunately parakeets will sing with any light source because it triggers them to think it is day time.
