almost positive its a maltese,... dont count out bichon frise. or even a possibility of Coton de tulear. Also, prehaps Havanese, or a bit of white yorkshire terrier.

I can't be 100% sure, but to me, it looks alot like a maltese, possibly even a maltese mix.

Possibly Maltese: . http://www.akc.org/breeds/maltese/index.cfm - but shaved down. Which is how most pet owners keep them, anyway - everyone THINKS they want a long-haired dog till the reality of all the upkeep sets in - then this is how they look most their lives!
