My boyfriends 30th birthday's coming up in April and he's pretty bumbed about it but still wants to go all out, so I decided that I could throw him a surprise birthday party but I'm horrible at planning stuff and bad at keeping things from him. He's the planner type and I'm the fly-by-the-seat-of-your-pants kinda gal. Any sugggestions of what to do? I'm inviting his navy friends that he hasnt seen in almost 4 years, but I dont know where to do, what to buy, what to do (activities)... help please!

Surprise b-day party can be difficult to get just right, the trick is to keep it simple and not forced.
First plan in advanced, it is good you are already starting.
Second, make sure you invite people he actually likes. good thing on inviting his navy friends, props to you. Make sure you don't invite any of your friends that he doesn't like.
Third, Since he is so down about turning 30. Try to make it young -themed. Like cool musics, and make sure none of the guest give him any gift that remind him that he is getting older. (example: those cards that say... happy birthday to you!! and on the next page it says... im glad im younger than you. or something like that.)
Fourth, Make him a cake, or buy one. but the perfect cake can make the ordinary party into an extraordinary party.

Places to visit, try party stores. Go to an upscale one, there usually will be people there to help you plan party.
Another idea is book a party room at a restaurant. Sometimes, they will have special rates for party rooms. and have party planners there to help you for free.
Also if you have any planner friends, they can be sometimes the best help, especially if they know him.
hope it works out.

get his phone, get the numbers of his friends from it. call them secretly, and tell them when and where the party will be. schedule something with your boyfriend for that day, (say you're going to watch a movie or something) . When he comes over ...BAM! PARTY!
