Well, I know we have some philosophical differences so you know what my real answer is. However, there is no real answer according to scripture, but there was a reason that God gave Adam and Eve clothes after leaving Eden.

Part of the reason we are here on earth is to learn what joy and happiness are. There must be an opposition to all things, otherwise, how can we know what joy and happiness are unless we know what sadness and misery are? How can we appreciate light if we don't know darkness?
Having said that, I choose to live somewhere where the temperature hardly ever drops below freezing. And when it does, it's only for a few hours while I am sleeping :)

When God created the earth, not only were Adam and Eve perfect, but the earth was, too. At least the part that Adam and Eve lived in. There was (at that time) no rain, only a misting that went up and came back down, so there were no floods, no draughts, no snowdrifts house-high, no subzero temperatures. When Adam and Eve decided for themselves as to what was right and what was wrong, they got kicked out of the Paradise that they had been allowed to live in. As mankind progressed and greed progressed and harm to the planet progressed, the earth has taken a terrible beating. God is not to be blamed for our mistakes, our failings, or our determination to ruin everything He has given us.

Thats like saying why did god give us so many different feelings.
Nature. Has her own way of reacting to people and animals on the earth. Just because something happens dosent mean the blame or the joy should be put anywhere.
Respect the Earth.. Dont use it like a trash can and expect your god to clean up the mess.

God has a great sense of humor, obviously.
I'm surprised self-proclaimed prophet, TV evangelist and snake oil salesman Pat Robertson hasn't come on TV and said that the freezing cold deadly freezes across the country is God's wrath on the sinful sinners who live in those sin-filled places, glory to god.

The earth has a tilt on its axis allowing for the seasons without which we could not live. This causes climactic variations. Humans in Africa are dark and thin to deal with the heat and sun. Humans spread out to colder regions thousands of years ago. The ones that went to colder regions adapted by becoming heavier to hold heat, along with several other features. If you believe in god, science goes out the window, because all he had to do was use his powers to deal with the problems.
On a personal note, I can not take the heat. I love the cold, and thrive in it. It was -3 F this morning, and a light jacket suited me.

Hello!
The Earth got Messed-Up.
Satan was Kicked out of Heaven, and it Messed up Everything.
Then Adam let satan do it again.
The Universe is in a State of Decay because of these things.
Human Beings woulda never Died if Adam hadn't Blown-It.
GOD will put away this Universe one Day, and Recreate another one Without Decay.
Then, it should be Very Nice all Year Round, if we Still have Years at that Time!
Hello!
