theres this guy in my class, I know he likes me (he hasnt Said it yet though) he knows I like him but he still hangs out like nothin's wrong. we joke around ALL the time. he's kinda like my bro. he used to be my neighbor but i moved. He actually said he missed me!!! I've known him FOREVER and I want to be his GF or at least go on one date. P.S. I cant drive so it cant involve a car. HELP MEEEE!!!!!!

As much as you joke around, ask him in a joking way; "I'm bored, can we go somewhere? what's there to do out there?" & keep bugging him about it, sooner or later, he may he'll get the hint.

You could:
A) ask him out yourself...guys like that, and there are plenty of guys out there who are chicken and don't want to make the first move.
or
B) You could just ask him if he wants to hang out with you. (and start asking him to hang out with you more and more untill he realizes he should ask you out)

If he was interested in going out with you, he'd ask you. If he hasn't, he's not interested. Stop trying to "get" people to do what you want and just accept what is.
