I want to make Rhubard crisp for dessert, but it has to be gluten-free.

I use Gluten Free Pantry Crisp and Crumble Topping mix. I found it at my local supermarket ( organic section). Some health food stores also carry this brand.
It's not the best, but it did the job. It tasted good but it wasn't very crispy. It is made from sugar, brown rice flour, white rice flour, tapioca starch, cinnamon, nutmeg and salt. You then mix in with a fork 6 tbsp softened butter. I wouldn't let the butter soften too much though.
Also, I have heard that Cream Hill Estate gluten-free oats are gluten free. I haven't tried them but do know Celiacs who are ok when eating them. Oats are only off limits because of cross contamination issues. They almost always grow wheat with oats. You can also try www.glutenfreeoats.com
