When you get there and have a permanent address to prove your residency, go into the office that issues the drivers license and tell them you are a new resident. Take the eye exam, and give them your old license. They will issue you a Florida one. Do your plates at the same time if you brought a Texas vehicle with. Florida doesn't make you do inspections.

All you need to do is perform a Change of Address at the DMV and they will issue you a new licence. For that you will need to show proof of residency, this includes having a bank statement mailed to your new address in Florida, proof of citizenship or resident alien, and a couple of other requirements that you can view at the Florida DMV website.
