how can it be stopped vetween stainless steel components in a brine or saltwater high amperage solution?

Make sure your stainless is the same grade 302,304, 316, etc. and also think of coating the id of the pipe.

Check your stainless with a magnet. If the magnet sticks it doesn't have enough nickle in your metal .
