Tax time is here again, and I owe my locality money because my employer didn't take out my local taxes. How do I go about having them take out the tax (1% of income)?

You can ask, but they aren't likely to do it. You can file quarterly returns with the locals, so you don't owe so much at the end. In fact you're probably required to - but most people don't. I've lived in PA for years, and just paid at the end of the year and took the penalty hit - it wasn't much. I did work in PA also, but my employer didn't have any facilities in the township where I live, so they didn't have to take it out.
