I worked at a major bank in NY. We had traders and other "executives" coming over from Germany, Bahrain, India, France, - you name it. They had their green cards within 3 months. Under what immigration exemption is this allowed? Is it just a money issue?

Don't be dense.
! they are educated and doing a highly specialized job.
They had employers who wanted them.
They were not criminals.
They will probably go home.

there rules for those who are executives of a corp or investors it takes a mil or more to do this or to be on the board. go read up on www.usics.gov

many western nations have this rule. money talks. highly educated people are an easy in. i doubt it took 3 months. you just think it did. you have no idea how much paperwork and time it can take.
